Click Start >> Run then type cmd
type the following: net user /add

then type the following: net localgroup administrators test /add

log off and choose the new account "test" and open it

Click Start >> Run then type compmgmt.msc

In the dialog box, choose from the left list "Local Users and Groups" and you wil see on the right files, double click on Users

Right click on the account that you want to modify its password and click on Set Password
...
You will see a warning, click Proceed

Now type the new password and retype it to confirm and click OK

Close the Computr Managemen dialog box and try logging to the account that you changed its password

Note: When you type the commands do not formget the spaces and the type of the slash
Also you can delete the new account test after modifing the password
